Continuing Education and Training Active in County, State, and Regional Partnerships

The college’s Continuing Education and Training area initiated and participated in a number of partnership endeavors during the past year. These activities reflect the college’s statement of purposes, which includes a commitment to “develop partnerships with business, industry, government, and nonprofit organizations to further economic development.” A few of the partnerships are highlighted below.

East Coast Animal Control Officer Academy

The East Coast Animal Control Officer Academy was established to provide a 90-hour, entry-level training program to new animal control officers in the east coast region of the United States. A competency-based curriculum was designed and copyrighted to support the training. The college established a partnership with the Maryland Police and Correctional Training Commissions, the Professional Animal Workers of Maryland Inc., and the Humane Society of the United States to implement the Academy.

ISO Consortium

Through the joint efforts of the college, IntelliTech Inc., the Carroll County Office of Economic Development, and the Maryland Department of Business and Economic Development (DBED), the college is hosting the Maryland ISO Consortium. This is a year-long program to assist businesses with the process of applying for ISO certification. The International Organization for Standardization, a non-governmental organization founded in 1947, promotes worldwide unification of voluntary industrial standards, which in turn facilitates trade, open markets, and technology transfer. (Because the organization’s name would be abbreviated differently in different languages, it was agreed to use ISO as the short form of the name worldwide. It is similar to the Greek word isos,
meaning “equal.”) ISO 9000 has become a recognized reference for quality management. For example,
the European Community requires companies in selected industries to use only ISO-certified suppliers and vendors.

Statewide Nursing and Allied Health Initiatives

Carroll Community College was the lead college for two statewide nursing and allied health projects. The first was a $40,000 grant to develop 10 competency-based information technology courses for nursing and allied health professionals. The courses, which can be either offered for credit or continuing education by participating colleges, include Introduction to Health Informatics, Teaching Information Technology Skills, Internet for Health Care Applications, Using Access in Health Care, Using Excel in Health Care, and Using PowerPoint in Health Care. Carroll was also the lead college for a $60,000 Bioterrorism Education and Training Partnership project providing statewide training with the Department of Health and Mental Hygiene. The training included Bioterrorism and Emergency Preparedness Professional Volunteer Training, Smallpox Regional Vaccine Clinic Training, and training for public health officials to meet mandatory requirements of Center for Disease
Control federal grants.

Nursing Education Consortium Training

Carroll Community College and Carroll Hospital Center partnered with Maryland critical care and
perinatal consortia to offer training in these specialty areas. Ninety-eight nurses from 13 hospitals participating in the Chespeake Critical Care Consortium attended a 65-hour Basic Critical Care course, and 84 nurses from the 10 hospitals in the Maryland Perinatal Education Consortium participated in a 70-hour Basic Perinatal Nursing course. Both courses were held at Carroll Community College in fall 2003. In July 2004, the college again is partnering with Carroll Hospital Center to offer training. This training provides the basic orientation in these specialty areas required for newly-hired nurses in a cost effective manner, by combining resources and educators from the many participating hospitals.

ESOL Partnership with Carroll
Adult Learning Center

In a partnership with the Carroll Adult Learning Center, English for Speakers of Other Language (ESOL) classes were held for adults while their children participated in learning activities provided by the Carroll County Public Schools’ Families Learning Together program. Culminating activities each evening had the adults attending the ESOL classes assisting their children with homework and reading to them as part of their English instruction. A link between the college’s ESOL program and the CCPS GED program was formed so that the college’s ESOL students could continue their studies and earn a high school diploma.

Agriculture Education Training Partnership
The Carroll County Grain Marketing Club,
supported by the Office of Economic Development, asked the college for help in delivering the University of Iowa’s web-based “Advanced Grain Marketing” course. The college provided a computer lab and a facilitator to deliver this training for the group.
