Diane Foster Elected Chair of the Board of Trustees

The Carroll Community College Board of Trustees elected Diane Foster as the new board chair at its meeting on June 15, 2016. Foster was vice-chair prior to her election. She has served as a member of the board since 2012 and succeeds David O’Callaghan as board chair.

Foster is a member of the Taneytown City Council where she serves as Mayor Pro Tem. She is Council liaison to the department of Economic Development. She represents Taneytown and the Maryland Municipal League on the Human Services Program Board of Directors and the Economic Development Commission.

“I am honored to be elevated to the position of chair of the Board of Trustees of Carroll Community College. The faculty and staff here are a cohesive unit of caring and giving individuals who contribute to the lives of students in a positive way.”

“I look forward to working with Diane Foster as board chair,” said College President Dr. James D. Ball. “She has been an active and astute member of our board since she began serving in 2012. She is a passionate advocate for community colleges who will bring a wealth of leadership experience to her role as Chair. Diane is an outstanding community leader and citizen of Carroll County. We are fortunate to have her serve as a Trustee and most grateful that she was elected to serve in the capacity of board chair.”

The new board chair is a former Public Affairs Specialist at the Social Security Administration. There, she held positions utilizing her computer, writing/editing, public affairs and public information resolution skills. She retired from the Social Security Administration in 2007.

Foster also serves on the supervisory committee of Securityplus Federal Credit Union in Baltimore, where she assists the board of directors in fulfilling its oversight responsibilities for the system of internal control, the audit process, and compliance.

Foster is active with the Maryland Municipal League and serves as an advisor on the Francis Scott Key High School Advisory Committee. An avid community volunteer, she has been involved in almost a dozen volunteer positions with various local non-profit organizations.
