Rosalie V. Mince, Ph.D., has been appointed Vice President of Academic and Student Affairs, and Dean of the Faculty, at Carroll Community College.

Dr. Mince has over 28 years of progressively responsible experience at the Community College of Baltimore County (CCBC), including leadership positions for program and curriculum development in Career and Technology, Arts and Sciences, and Developmental Education program areas. Her experience includes service as a full-time faculty member and departmental administrator.

The Vice President of Academic and Student Affairs reports to college President Dr. James D. Ball and serves as a member of the college Executive Team. As Chief Academic Officer, the Vice President provides leadership for all credit instruction, student affairs and learning support functions.

“Dr. Mince brings to Carroll Community College very strong leadership skills and she brings extensive experience, along with an energetic and creative working style,” said Ball. “Our faculty and staff have endorsed her appointment with enthusiasm, as she is a superlative fit for the College’s innovative culture. “I have observed that community colleges have the ability to evolve and grow as they anticipate changing workforce needs,” she said. “It is very important to respond to workforce changes. Program and curriculum development that is ahead of the curve will effectively prepare our graduates for transfer or career opportunities.”

“I believe that my academic career has shaped and prepared me for the position of Vice President of Academic and Student Affairs, and Dean of the Faculty,” she said. “While my experiences, knowledge and training qualified me for this position, my performance will be sustained by a commitment to academic excellence and a determination to improve the lives of students,” said Dr. Mince. At CCBC, Dr. Mince spearheaded impactful transfer initiatives. She worked closely with Towson University, Morgan State University and the University of Baltimore to create innovative “Freshman Transition” programs. She also has significant experience leading e-learning and instructional technology integration initiatives.

In addition, Dr. Mince was responsible for leading CCBC’s nationally acclaimed learning outcomes assessment initiatives. She was instrumental in helping CCBC foster nationally recognized programs for accelerating student learning and success in Developmental Education and General Education redesign.

Dr. Mince’s educational background includes a Ph.D. from the University of Maryland College Park; an M.S. from the University of North Carolina at Greensboro; and a B.S. from the University of Maryland, College Park. She is also a published author of several articles in academic journals.

Dr. Mince is a resident of the town of Street, located in Harford County, Maryland.
