The Planning Advisory Council: An Overview for New Employees

The Planning Advisory Council is an advisory body to the College President. It is not part of the college’s governance structure, and as such it endorses recommendations to the President—it does not approve policy or make decisions. The chair does call for formal votes and the recommendations of the Planning Advisory Council are respected by the President, Executive Team, and Board of Trustees. Most planning at the college occurs at the area, department, and office levels, and the Planning Advisory Council serves as an information-sharing forum for the college planners who sit on the Council.

Functions of the Planning Advisory Council include:

• Develops multi-year Compass strategic plans identifying major institutional priorities for the five-year planning horizon

• Endorses and monitors implementation of the annual Strategic Plan

• Monitors accomplishment of the college mission by establishing and maintaining a system of Institutional Effectiveness Assessment Measures

• Serves as the college budget committee, providing input into the development of annual operating budget requests

• Reviews college-wide functional plans including master plans for facilities and technology, and solicits and reviews institutional research supporting informed planning and decision-making at all levels of the institution

The membership of the Planning Advisory Council consists of 21 permanent members based on their positions at the college; eight faculty representatives on rotating 2-year terms, nominated by the Vice President of Academic and Student Affairs; the presidents of Academic Council and College Senate; a student representative appointed by the Student Government Organization; plus a representative of the Board of Trustees, at their option. The Vice President for Planning, Marketing, and Assessment serves as chair.

The Council meets on Monday afternoons at 3:30 p.m. in K100. The meeting calendar is announced by the chair at the beginning of each academic year. No meetings are held in January, July, or August unless called by the college president.

Dr. Clagett will be offering orientation sessions to the Planning Advisory Council for new Council members on Friday September 8th and Monday September 11th. Others are welcome to attend, but pre-registration is required to Robin Sealover at rsealover@carrollcc.edu or x8225.
