The budget committees of the Maryland General Assembly are interested in creating incentives for Maryland public higher education institutions to increase student and institutional performance using state funds. In the 2011 legislative session, the Joint Chairmen's Report (JCR) required the Maryland Higher Education Commission, in conjunction with the state's public four-year institutions, to submit a report identifying models the state could use to determine an institution's predictive performance on measures such as graduation and retention rates based on student characteristics.
The JCR from the 2012 legislative session directs MHEC, in conjunction with the state's 2- and 4-year colleges and universities, to develop a framework including recommended metrics for performance-based funding. The Maryland Council of Community College Presidents has appointed a Performance-based Funding Task Force to develop the community college response. Dr. Craig Clagett, the college's vice president for planning, marketing, and assessment, is representing the college on this task force. The community colleges plan to have their recommendations completed by July 30, 2012. MHEC is to report to the legislature no later than December 15, 2012.
